TSC Plans to Deploy Qualified Primary School Teachers to Junior Secondary Schools

The Teachers Service Commission under the leadership of Evelyn Mitei is reportedly planning to deploy qualified primary school teachers to Junior Secondary Schools (JSS) in a move aimed at addressing teacher shortages and improving learning under the Competency-Based Curriculum (CBC).

The planned deployment will target currently serving primary school teachers who possess a P1 certificate and attained a KCSE mean grade of C Plain, provided they later upgraded their qualifications by obtaining a Diploma or Degree in Secondary Education.

Teachers Who Will Qualify for Deployment

According to the proposed considerations, teachers may qualify for deployment to Junior Secondary Schools if they meet the following requirements:

  • Hold a valid P1 certificate
  • Attained a KCSE mean grade of C Plain
  • Obtained a Diploma or Degree in Secondary Option
  • Scored at least a C+ in one teaching subject
  • Are currently employed by TSC

The move is expected to benefit thousands of teachers who upgraded their qualifications but have remained in primary schools despite being qualified to teach at the junior secondary level.

Addressing Teacher Shortages in JSS

Since the introduction of Junior Secondary Schools under CBC, many schools across Kenya have faced shortages of qualified teachers. This has forced some schools to overstretch available staff, affecting effective curriculum implementation.

The latest plan by TSC is expected to help bridge the staffing gap by utilizing experienced teachers already serving within the education system.

Education stakeholders have continuously urged the Commission to consider qualified P1 teachers who pursued higher education qualifications in secondary education.

Career Growth Opportunities for Teachers

The planned deployment will also offer career progression opportunities to teachers seeking to transition from primary school teaching to Junior Secondary Schools.

Many teachers have for years pursued Diploma and Degree courses hoping for redeployment opportunities within TSC. The latest move is therefore seen as a major relief and motivation to teachers who invested in furthering their education.

If implemented, the deployment exercise could improve morale among teachers while strengthening subject delivery in Grade 7, Grade 8, and Grade 9 classes.
